So there has been a disparity in our group over a weird ruling and I would like others opinion on it. When a card targets a "Hero character card with the highest HP" does that refer to their current HP or the base HP of the card?

But seriously, good question. First edition Sentinels Core used to have some cards modify targets’ maximum HP, so I’m surprised I didn’t see this question more before Enhanced Edition was released.
