The Greatest Legacy promo card - problem

So we were playing last night and one hero was "The Greatest Legacy" whose power reads, "1 Hero regains 1 HP and may use a power now"

This person used this power on Legacy who used this power on Legacy and so on until Legacy was back to full HP.  Every turn Legacy would return to full HP and when he played the card that redirected all damage to Legacy the game was over.

This is clearly not the intent of the card.  Should it be "1 OTHER Hero regains 1 HP and may use a power now" or can Legacy use it on himself once?

Gung-ho, like all powers, can only be used once per turn.

This. Any instance of a power may only be used once per turn per card.

So Legacy with just his Ring in play can't Galvinize twice in a row since you can only use that instance of a power once per turn.

Unless stated otherwise.

And the only current exception seems to be Mr. Fixer's Overdrive card
