Any card can be put into play (as long as it isn't Limited with a copy already in play). Ongoings One Shots enter play, and then leave play when their effect finishes resolving.
EDIT: I'm not actually sure how mandatory play abilities work with Limited cards.
What about One Shot cards? Can those be "put into play"?

If a limited card would be put into play when another copy of that card is already in play it is discarded to the trash instead.
"Put into play" can also bypass effects that prevent you from playing cards like in Megaopolis. Putting a card into play and playing a card are distinctly different.
Yes, one-shots can be "put into play". I had this question too.
Note also that you can use Omni-10's Timeshift to get around restrictions like Bunker's Mode cards, or the Swarm of Scarabs in the Tomb of Anubis which prevent you from drawing cards, or the Hostage Situation in Megalopolis which prevents you from playing them - with Timeshift, you aren't drawing a card or playing one - you're revealing it and then putting it into play. The only time this wouldn't work would be if your deck had no cards left, because revealing from a deck doesn't let you reshuffle it.
So really, any card which enters play is being "put into play". It's just that not every card that gets put into play is actually "played".

Er, to clarify, this means you can put a card into play when Turret or Recharge mode says you can't play cards. Timeshifting a Mode into play still destroys any other Modes currently in play; you're not getting around that "restriction".

I wouldn't call that a parallel, since Timeshift doesn't put a card into your hand, just directly into play. Foresight is what gets a card into your hand when you're not allowed to draw. If Timeshift puts a card into play which says "you draw a bunch of cards", the Scarabs will still prevent you from doing so.

Both of these however are exactly correct.
I was more referring generally to the fact that Timeshift lets you get a card off the top of your deck when another effect tells you that you can't, without being too specific about whether the restriction was against playing or drawing cards, since Timeshift gets around both.
It's only put into play or discard. No putting into hand.
Yeah, I know...but if you're not allowed to play a card or draw a card, Timeshift can let you do that by looking at your top card (kind of like drawing) and if you want it, it plays, and if not then you just chuck it.
I think you are the only one who considers it "kind of like drawing" to take a card off your deck and put it somewhere other than your hand. (Unless you put it into some kind of "you may play this card from here" zone that wasn't officially your hand, as can be done in MTG; that certainly is "kind of like drawing" and exists as a way to sidestep effects that interfere with your actual hand, but MTG ran for quite a long time before such effects started to crop up.)
ahem Not the only one there. Not that I have Omni-X, but Timeshift seems a wonderful substitute for drawing (in some ways, even better than drawing)
How is it in any way comparable to drawing? It's putting a card into play, whether or not that card is useful right now. Drawing a card lets you have that card LATER (unless Citizen Tears is in play). Tachyon is a sad panda when Omnix Timeshifts her a turn-1 Lightspeed Barrage. Timeshift does not help Nightmist power her Amulet or let Engine of War Bunker destroy an Ongoing card by giving him a Mode to discard. And if the fan theory that Sky-Scraper might have a "most cards in hand" mechanic, it will receive no help from Timeshift either.
It's sort of like getting to play a card. It bears no resemblance to drawing a card other than in removing one card from your deck.
Which is the most important aspect of the Draw mechanic in a fixed deck game.
I'd argue that fueling your hand is the most important aspect of a draw. You know... getting cards in your hand to play later.
But you need the "right" card to play for any given situation. A large hand of unhelpful cards is pretty useless would you not agree? Thats what deck milling does for you, it speeds up the pace in which you find that perfect card. In a heavily situational game as this, deck milling takes full precedence over "just increasing hand size". (This obviously changes for heros like Nightmist/Haka/Scholar who's mechanics are based on hand size specifically)
Just saying, that's the primary benefit of it.

Depends on your character. Yeah, the Scholar and Nightmist would both like to get as many cards into their hands as possible. But the more Omni-10 Timeshifts himself, the faster all his lovely components enter play. By saying "Timeshift is kind of like drawing", I meant it as in "you get to take a card off the top of your deck, which you can normally only do when drawing". If you're a hero who doesn't need loads of cards in-hand and you get a card you don't want, you can just ditch it. If you're a hero who has cards that you might not want to play right now (Inventory Barrage, Self-Sabotage, etc) then fair enough if that was a card you might have wanted to use later but there'll be another copy of it somewhere and anyway you might have someone like the Adept, Fixer, or Tempest in your group who may be able to get it back for you ;).
At least you get a choice of what to do with a Timeshifted card - not so much with a DDA'd one, should you choose to play your top card, or with Setback's base power.
