Nightmist has been locked down by Akash'Buta so she can't deal damage. But she has the card out that lets her redirect it.
Can she redirect damage in this case, or is redirecting damage considered to be another method of dealing damage?

Yes, she can as she is not the source of the damage. Redirection "rewrites" the original target selection, but nothing else changes unless noted, such as smoke bombs.
This is also why her ring won't increase the redirected damage.
Yeah, the damage is still coming from the same thing - Nightmist (or anyone else, for that matter) redirecting the damage isn't "picking up" that damage and then throwing it at someone else - she's putting up a big arrow pointing in a different direction so the damage goes over there instead - it doesn't make it her damage. Nemesis bonus is also recalculated if the target changes - Gloomy tries to hit Nightmist so the damage is increased as he's her Nemesis, but she uses the Amulet to redirect. The damage is no longer hitting Nightmist, so the Nemesis bonus goes away.
Akash and her brambles would stop any damage responses like Ra's Flame Shield or Wraith's Combat Stance, but not redirection.
