When Visionary uses the power of "Mass Levitation" to spare other players from the damage of "Toxic Seaweed", does she suffer the damage herself?  In other words, does the damage from "Toxic Seaweed" happen immediately when Visi activates her Power, or does she successfully resolve the power-activation and then check for other events triggered by her activation of a power?

Fully resolve the power, then look for triggers from it.

Yeah, we just covered this in another post, can't find it though.

Powers resolve then get responded to, so no damage at all.

Answer is based on the Bio-Engineering and Toxic Seaweed ruling:

The recent discussion was about IL's Vigilance:

Based on these rulings, if Toxic Seaweed is in play and Nightmist Investigates before using her Amulet to redirect the damage, she's redirecting the Investigation damage, NOT the Toxic Seaweed damage, correct?

The power is fully resolved before Toxic Seaweed kicks in.

EDIT: Beat by the Ronway Ninja.

That is correct.

So, does this mean that you always fully resolve cards first before acknowledging triggers, even if they're triggers on the card being played, such as Negative Energy Field and Surprise Shopping Trip?  I was always under the impression these would happen "as" the card was played, before it entirely "hit the table" and moved on to the resolving of its effects.  Or am I comparing apples to oranges here, because playing cards functions differently than using powers?  Can a newly-played villain target (say one of Gloomweaver's relics) be one of the targets which NEF damages?  Can a 1-HP Legacy play Fortitude during an SST without instantly dying?

Apples and oranges. There is no such thing as activating a power, saying you are using a power and using it aren’t separate steps. You actually activate the power when you use it. However, a card entering play and activating its when entering play text are 2 different steps.

Check out the answer to debated questions thread for your NEF question.

I see.  So with that, it stands to reason that any target entering play during a SST instantly gets punched.  Not the way I've been playing it, certainly.  And suggests that Matriarch + Time Cataclysm = BAD....

except it makes her not chain birds, so that's good.

It's been confirmed that Hair-Trigger Reflexes doesn't stop her chaining birds, so SST wouldn't either.

Isn't supposed to, but with the new ruling on timing, I wonder.

Hopefully wording is revised such to make the debate moot.

The only way I can see this being fixed is if they take the text about chaining Fowl off of the Fowl cards and put it on both sides of The Matriarch (which I assume was not previously done for space reasons, though they could just use a smaller typeface a la The Dreamer).  As long as the ability comes from the card, there's no way per the rules that we have to ensure that the ability always works - whether it's card order (the Fowl is the latest card played) or player choice ("what, you call this difficulty 4?"), there's no way the birds will come out in large quantities against SST or HTR unless very specific rules to that effect are provided.

Currently, Hair-Trigger Reflexes has errata that makes it so she does not shut down Matriarch. Surprize Shopping Trip does shut her down, but it does not stay in play for the rest of the game unlike Hair-Trigger tends to.

There are plenty of enviroments that can shut down a villian for a turn, so having one that stops the birds from chaining for one round is not nearly as big a problem as having ExPat play one of her cards and trivializing the remainder of the game.

This is best left tabled until we see the errata list for the reprint I think.

There is no errata for Hairtrigger, there is a ruling simply stating that that this one interaction does not occur in card order (this was made before the recent hero-choice-order ruling) and that the fowls DO chain in that situation.

What will happen in the reprint will be very interesting to see
