Cards that target heroes with "The Most."

This question/argument has come up a couple times with a member of my gaming group.  I can't remember the exact card or wording but any card that targets the hero with the most ongoings in play or the most anything else will do.  The argument is if more than one hero has the same amount of ongoings in play, then no one has the most, therefore said card affects no one. 

Being that I own the cards, the first time this came up I said no and we decided as a group who would take the negative effect.  The second time it was brought it up, we all had zero ongoings in play so I decided we would all take the effects of the card.

Just looking for a little clarification.  Something in writing that I can show.

If more than 1 hero are tied for something, most cards, most/least hp, etc. Players choose who will be affected from the heroes that fit that description. However, only the number of heroes afected doesn;t change from what the card says. So if the card says the hero with the most cards, you choose 1 hero among the ones with the most cards.
