End of the Villian Turn

This question came up tonight as we were fighting Citizen Dawn but I can remember a few other instances where similar situations have arisen.

If a card such as "Return With The Dawn" is in play, it brings out another card "At the End of the Villian Turn".

If the card it brings out (pretty much any of the Citizens) also has text that reads "At the End of the Villian Turn", do those effects happen on this turn, or can it be said that once the action on "Return With The Dawn" is fulfilled that the Villian Turn is over and the effects on the Citizen card do not apply until the next turn?

If an "end of turn effect" card comes out at the end of the turn, that new card has its effect, as it is still the end of the turn.
