Hi,

 

Quick question. When something says "Up to 5 target regain 1HP each" can the targets be the same or do they have to be different targets?

They each must be different targets.

I'm pretty certain they have to be different targets. If there are less than five targets in play, then only that many would be healed. And of course, anyone at full hp wouldn't get anything, 'cause you can't go above your maximum :).
