Baron Blade villain target

We are playing with the mad bomber version - we are confused by the text, " whenever a villain target enters play..."  what specifically does the term relate to?

Villain target: any target that is also a Villain card or a Villain character card. If a card affects non-Villain targets, it can affect any targets that are not Villain cards or Villain character cards.

basically any card from the villian deck that has hp

So if you draw a villain card with hp on it, that's a villain target.
