Healing Incapacitated Heroes

If Legacy uses his power to heal all heroes, does that healing impact incapacitated characters? That is to say, does the downed hero now stand back up?

Once a character card becomes incapacitated, that character card remains incapacitated, unless a card says that an incapacitated card can become active (as of 2012-8-20, no card has this ability).
