Wrest the Mind vs. Vicious Cyclone

Very similar “sticky” cards, in theme and mechanic.

I glanced over the PDF provided by Spiff, which shows that Wrest was changed to target only non-character (ie not the BBEG) villain cards. Why was Cyclone not re-tooled in a similar way?

Because Wrest the Mind redirects damage, putting that sort of power on the Villain Character card neuters the Villain. It can be redirected at a minion, at an environment target, at a hero who has immunity to that sort of damage… even back at the villain itself!

Vicious Cyclone is ‘just’ a damaging card.
