Most statements written this way are a one after the other. However, the “equal to the number of cards discarded by the players this turn” instead of “equal to the number of cards discarded this way” can lead me to believe that, for the remainder of the turn, discarding additional cards causes further damage. Seems that might be a bit complicated though.
I agree. They key phrase is “this turn.” So anything else causing players to make additional discards during “this (Villain) turn” would increase the damage dealt by Citizen Tears, regardless of the order in which it happens. At least that’s my interpretation.
