Citizen Hammer's Setup:

REVEAL CARDS FROM THE TOP OF CITIZENS HAMMER & ANVIL'S DECK UNTIL 1 POSITION CARD IS REVEALED. SHUFFLE THE OTHER REVEALED CARDS INTO CITIZENS HAMMER & ANVIL'S DECK

This doesn't actually say to put the found position card into play. Should it?
