Deadline's end of turn flip

A dumb question, but my brain is not resolving this right now:

At the end of Deadline's villain turn (peacemonger side), if the "otherwise, play the top card" extra card play then brings the catastrophe total to 3, do you then go back and flip his character card? or would that be repeating the text? I forget what is right here...

Same idea with Kismet's miscreant side start of turn phase.

For Deadline if he doesn't currently have three Catastophe cards out he plays another card and even if the new card played is a Catastophe he would not flip.

No. Once you've passed the either or, you don't recheck until the next turn.

Similarly to Voss's alerante win condition and Forced Redeployment. Once you're past the check, you stop checking.
