I'm almost certain the answer is yes. I think it's in Spiff's FAQ somewhere in connection with Insula Primalis, if that helps.
My thought would be no since nothing changed with your deck. I would agree that it does seem like this has come up before. I'll check what happens in Mega Computer for a situation like that.
Edit: In Mega Computer if you had no cards in your trash a reshuffle did not occur. I tried this with two Maintenance Levels in play.
The main reason I was asking was because I was trying MigrantP's Tricky Match of the Week and Ambuscade wasn't shuffling with Quick Stim Patch!
This is on our list to ask Christopher about.
If an empty trash cannot be shuffled into a deck, then that would mean Maintenance Level could not be destroyed if one hero had nothing in their trash. Which wouldn't be too fun.
While I agree asking Christopher is best, I will point to the fact that you can discard an empty hand, so "things" full of "nothing" still exist in Sentinels and can be intereacted with.

If a trashless deck needs to be shuffled, I tend to only shuffle it if any of the cards in the deck are known, eg if someone like the Visionary or the Adept has determined which card is on the top/bottom and therefore you do know at least one specific card.
I think in principle it should definitely be shuffled. This matters for Ambuscade, of course: every time you shuffle his deck you have a chance of bringing out a trap.
What's interesting though is that Summon Staff was changed so that if there are no Staves in the deck, the deck isn't shuffled. Not sure if this would be related. Especailly since I don't think this would work in the physical game. You search your deck and don't find a Staff so you suddently get to see the entire deck? Probably not. If you know there aren't any Staves in the deck, can you choose not to shuffle or do you still have to "search and shuffle".
Or, you’re not done shuffling. Cut and riffle again!
"If there are no Staves in the deck, the deck isn't shuffled" was the bug that was fixed in version 1.4.1. Now, the deck is always shuffled.
We discussed with Christopher, and "shuffle the trash into the deck" should cause a shuffle even when the trash is empty. This will be fixed in an update.
Note: on the tabletop, if you don't know anything about the state of the deck, it makes no difference whether you shuffle in that case from an information POV.

This has been confirmed as a bug and that you should always shuffle.
Incidentally I was the one who found the Staves bug too, I guess my virtual hands just make those decks too sticky to shuffle!
Next time you want to do that, just point at me.
