Discrepancy: playing cards on other cards

In this post, Christopher says:

Bounties must be played on targets or they cannot be played. Ammo cards must be played on Guns or they cannot be played.

But in this post, MigrantP says:

You are allowed to play cards that go next to another card when there are no applicable cards to do so (for example, Wrest the Mind with no non-character targets in play). The card goes to the trash but is not destroyed.

I'm updating the SotM FAQ with the long "fireside chat" post, and noticed the discrepancy.  Who wins in this case?

I think MigrantP, since it is newer. There have been a couple rule changes with the video game development.

That's one of the rules questions I asked Christopher about on the >G UK trip. If he's changed his mind... Grrrrr.

FWIW we recently asked Christopher about this again with respect to Ammo cards, and the answer is the same as in my post. You can play it, but it goes to the trash.

There will be more updates to the fireside chats once Rook City is all finalized.

OK, then I'm going to officially take that as the official position, officially speaking.  You can play bounties and ammo cards if there isn't a proper target in play, but it goes directly to the trash and isn't considered to have been destroyed.

"The card goes to the trash but is not destroyed." Is it still considered to have entered play (for effects that trigger when cards enter play)?  Or does it completely circumvent entering play and leaving play (ie it not destroyed)?

Related question about the consistency of playing cards on other cards: The cards that get played on other cards aren't consistent in their wording as to how they get played on other cards. They are self-consistent within one keyword class, but not across keywords. Is there any functional difference between playing a card "next to" another card (e.g. a Bounty) and playing a card "in front of" another card (e.g. a Link)? For instance...if a target has two Bounties "next to" it on its left and right, respectively, as well as one Link "in front of" it, Visionary can still play Twist the Ether on it, yes?

i would believe it would be similar to being forced to play a limited card in that you don't get any of the enter play affects

yes, you can continue to play more cards on a target regardless of how many it Ongoings or equipment it has on it.  So Twist the Ether could still be played on that target.

The bounty or ammo would go to the trash instead of entering play, same as a limited card with a copy already in play.

Also the space beside, in front of, etc. Is not limited, any number of cards can reside there.

That is how I've been playing (whew!); it just occured to me recently to wonder why the cards with Link are different from those with the Construct, Bounty, etc keywords.
