question on a combo with Mr. Fixer and Captain Cosmic. I dont have the card names in front of me so please bare with me.
Captain cosmic plays the construct that allows a player to gain the power to do 3 energy damage and gives it to Mr. Fixer. Then during Mr. Fixer's turn he chooses to play the card that lets him do his strike ability twice. He then uses the 3 energy damage ability for his power. Does this mean he could still use his strike ability at least once or must the power used be the strike ability to use the strike a second time.

He gets to use the power from Cosmic Weapon as his initial power use and then Overdrive allows you to still use the Strike power twice.

From previous rulings (http://www.boardgamegeek.com/thread/1292511/fixers-overdrive-and-extrapowers) Mr. Fixer could actually use Cosmic Weapon and then use Strike twice, for three powers that turn. Since the card says he can Strike twice in the turn, if he uses Cosmic Weapon in his power phase, then Overdrive still says he can use Strike twice.
The same goes for Rod of Anubis and Micro-Assembler.

The one catch is if you use Strike first, then you won't be able to use the Cosmic Weapon - you have to use the Cosmic Weapon first.

Can verify this as correct.
Overdrive doesn't care about your regular power use, it gives you 2 uses of strike that turn, whether it is your turn or not, and if it is your turn, whether you use your normal power on something else.

I'm challenging this, because that doesn't seem right to me. I can understand where Fixer would be able to do this if Argent allows him to use a power now, but since Fixer has no power phase outside of his own turn, what grants him the ability to do so?

The card itself. I can confirm this too, will try to find the link.
"You may use Mr. Fixer's "Strike" power twice this turn."
Not during your power phase but twice this turn, doesn't matter whose turn.

It is probably an example of odd wording, as Rook City was the first expansion, and they were still figuring things out. The video game version has you use powers on cards that allow an extra one immediately, such as Flame Spike, so I assume there was a concious effort to make cards function that way even if the wording is ambigious.
I'm just psyched, anything that makes Fixer stronger makes me quite happy. :D

I do find it weird also, as since the wording is "you MAY use Mr. Ficer's 'Strike' power twice this turn", it seems like choosing a different attack during your power phase is almost like choosing the "may not" option after using the card. And if the reasoning of "You're not using it during the power phase" is the excuse, then you should be able to use it twice during the play phase and still have a power phase that you could use another power
While I'm not going to play different from a long standing ruling, that's my arguement on why it shouldn't work that way.

mmmm. Then with your arguement Leo you should be able to use strike 3 times in one turn. Twice because of the card you placed and then once more during power..... Unless the rule that says a hero can only use a power once per turn even if they can use an additional power trumps this and then nevermind.

To use Strike still requires you to use a power, which is why you couldn't use it three times. This is the only card that lets you get around only use a power once per turn

If I am remembering it correctly extra power granting in the online game works as so:
1. Granted extra power.
2. If the hero has a power phase coming this turn, resolve extra power(s) then.
3. If the hero does not have a power phase this turn they must use the powers immediately or not at all.
This works really well within the intent of the cards.
As to the "may" in Overdrive, I can see that argument, but the key is that the granted power wording has no relationship with your power phase or normal power use, it doesn't work at all like Pride and Prejudice, which requires a power use first to grant the second power.
If Overdrive was worded
If you use Strike this turn you may use it again for free.
Then the choice would be use strike twice or use a different power. It would also not grant out of turn power uses.
