ExPatriette unload

The intent of Unload seems to be that during the character's power phase, expatriate can keep playing powers until they have activated n powers. 

how does this power work if it is activated during a different character's turn? Do both players get to activate powers during the power phase? Timing and ordering?

how does it work if activated during the villain or environment turn, which does not have a play a power phase?

She would get those powers on that turn.  It is awesome to get an out of turn Unload.

Another note is Pride and Prejudice -- one can trigger the other, even if you are out of power uses and, most surprisingly but confirmed by Christopher himself, even if it has already been used that turn.
