I'm looking for an official ruling. Meteor Storm is in play ("At the start of their turn, a hero may skip the rest of their turn to destroy this card). Scholar has an elemental form in play and wishes to destroy Meteor Storm, For his first start of turn action he skips the rest of his turn and destroys Meter Storm. Having had some segment of a start of turn, but ending before paying upkeep on the form, does he loose his form? Or does he skip that requirement by skipping during start?

As long as Meteor Storm was in play before his forms, he can totally skip the rest of his turn and keep his forms, as that will be skipped.

It would depend on which came into play first. If the form was in play first its start of turn occurs first, and you would have to pay the cost before having the option of skipping to destroy Meteor Storm.
If Meteor Storm entered play first, it would resolve first and the requirements for the form would be skipped, since as far as that card is concerned the start of your turn never happened.
EDIT: As soon as the phone rang I thought, "I bet Ronway answers while I'm on the phone." Yeah.

You can use this idea with Self-Destruct sequence to keep cards like Take Down and Ground Pound in play for a long time.

It's true, he did. I'm running a PBF on BGG and "Kevin" answered - correctly, even. I started out doubting his answer, but by the time I asked here I had pretty much talked myself around to his side.

Yeah, the awesome key word here is "at the start of their turn." Which gives you the option to skip before resolving Scholar's forms (assuming they were in play after Meteor Storm). More game hacks :)
