I love the way that promo cards can reshape my understanding of how to play a hero, but I've noticed recently there haven't been any individual promo cards based around the shattered time lines decks. Is there a story reason that these time travelling heroes and villains would be unsuitable for promos?

The key word is yet. Until Vengeance, none of the Rook City or Infernal Relics heroes had promos either.

Shattered Timelines is an older expansion. No Title Deck involved.
Title Deck comes from Wrath of the Cosmos. Unable to fulfill request at this time.

All of the base set, rook city and Infernal relics all have promos, as well as Setback, KNYFE and Captain Cosmic, so they should get some love soon. I wonder what power they give Crono, so many great directions to go with him.
Setback is the only one to have a promo card out before he was released.
There is an unnoficial Omnitron-X promo on BGG that is a lot of fun, it let's OX select a component card and have its effect apply at the end of the turn as well.

The only Chrono promo I could think of based on the knowledge we have is of when he was the sheriff of Silver Gulch. For Scholar, maybe a version of him that has lost access to the Philosopher's stone.

At the risk of being the nay sayer...there might be some heros who don't ever get promo variants. Just like there might be heros who don't get a stand alone nemesis (Bunker jumps to mind. Frighttrain seems a pretty definitive arch rival, even though his only game presence is in the V5). It might sound rediculous, but it is a real possibility. If it doesn't fit into the larger story, theres no reason for a promo for promos sake.
Omnitron-X is honestly the least likely to recieve a promo of all the heros released. Why? Because I don't see him being in the overall story long enough or consistently enough to go through any major character changes (which promos tend to represent). From what we definitly know about the story, he gets blown to pieces early during Omnitron 1, comes back sporadically now and again due to time-travel shenanigans, but meets his ultimate fate at the hands of Omnitron-IV (as shown by the Tactics comics and his incap art).
Chrono is very likely to undergo some character development. We saw art teased of a Plauge Rat looking very different with the WotC pics from that email sent out, and if that story is continuing in some fashion, you can bet Chrono's will as well.

What if Omnitron X has a backup drive somewhere? It seems entirely within the bounds of possibility that it stashed a backup copy of itself, should something go wrong.
I still maintain that Chrono could BE Plague Rat, stuck in a time loop (despite this creating inconsistencies with the bio).

Wow, major brainfart… of course I meant WCos (or WotC or even WotCos, just to toss another option in there). Just speculating on potential additional promos, however unlikely that may be, since there will already be six promos included with this expansion.
I am looking very much forward to the storyline around Plague Rat though. From the new picture we saw a few weeks ago, I am beginning to think that RevoCorp has gotten its hands on him and harnessed him to do their bidding (similar to Spite, agent of Gloom, seems to have been steered by Gloomweaver). Reason for this is that the body-harness seems to include a collar with to little light on it, which to me suggest that the harness is under remote control.
Furthermore, since Omnitron is all about alternate timeline and time travel shenanigans, I would certainly not be surprised to see Omnitron-XI as a promo. Or even one of Omnitron IX; travelling to a later point in time than Omnitron-X and thus appearing later in the SotM-timeline.
Looking forward to what GtG have in store for us and the Multiverse!

Totally possible. He does come back from time to time even after sacrificing himself (albiet in vein) to try and stop Omnitron 1. I really feel that his major story arch (as far as SotM goes) has been told. We have his begining (omnitron 1) middle (small cameo apperances sprinkled around) and end (omnitron IV) already. Maybe something happens in those middle cameo's that warrents a promo card and side story, and thats a valid argument to make. But I don't see the evidence to suggest anything major story wise happens with him. .

If anyone has the technology to rebuild Plauge Rat (save for maybe the Baron), it would be RevoCorp. Plus there is a ton of speculation as to RevoCorp being involved with the "Sinister Six"-esque team we see in Setbacks deck, they seem to be in the business of makeing super powered individuals.
Omnitron IX was still a villain. No chance of him being a hero promo. It wasn't until model X where he learned what he had done wrong and wanted to make things right. Any model after X would likely be Tactics story territory anyway.

Actually, I believe GtG has confirmed that Revenant is in charge of RevoCorp, so it seems that he created it, not the other way arond. REgardless, they are cleary a huge player to be in future SotM expansions as well as Tactics

We know that Omnitron rebuilds itself from pieces of itself, so we can't ever be sure if it is gone or not. Plus it is comic books, there is never a true end to any character.
I always loved the Crono-Plague Rat thing, however unlikely it is.
I think Unity - Omnitron has something coming, It just doesn't make sense not to, and that could be interesting.

It's quite unfortunate that Bunker doens't have a standalone nemesis. Although he later becomes Bunker in promos, it doens't feel the same. I would LOVE to see what a future Scholar promo would do.
Am I missing something here?

The question is what steps lead there. If Omnitron-X ends up as part of Con with Unity, then there is some steps inbetween, and I'd love to see a promo focusing on that.

In an email confirmation, we saw pictures of some Wrath of the Cosmos Character cards, dividers, and some of the character card art. In one of the pictures, we saw a different looking Plague Rat, which is leading to speculation of new Chronoranger/Plague Rat promos in the future.

Ahh, I never saw that picture before. Rat does certainly look kind of weird there. I haven't had a proper look through most of the new decks yet - it'll be good to get hold of them whenever Wrath finally arrives so I can do so :D.
Back on-topic, a promo of Omni-10 or Jim would be cool…well, promos of anyone are cool because they give you a new way to play them…that said, there are some promos I've not really bothered with because I prefer the base character, but it's nice that the option is there, at least ;).

I think the bigger deal is the metal brace-like thing on PR. I think Revo-Corp got ahold af Rat as well. But then I am banking on Revo-Corp being a major player that is investing in rebuilding defeated villains.
I'd love to see a Vengeance style team of former villians brought back by Revo-Corp.

Briefly mentioned as Parse's employer on the Omnitron project where she got her powers from. There's some flavour text in Vengeance that features Revenant in Vengeance (aside from his nemesis card), and speculation (unconfirmed?) that it's the building that features on the Darkwatch character cards.

I want to know more about revenant specifically. He's green goblin to setback's spiderman, and he was one of the first characters Adam created. There's story we won't know for some time, at least til he's introduced in tactics.

I kind of want the opposite. I would like to have some of the notable villians in the Vengeance expansion have their own decks. I haven't been that excited about the Vengeance style games, honestly. Maybe new decks will change that, but more than anything I would love to face off against a Revenant or Emypreon.

I really think more options would let me play Vengeance games more often, personally. (That and having more time, of course. )
I don't know enough about many of the characters in the Vengeance set to see them as their own villains, but Revenant does seem large enough in concept to be his own, stand-alone villain. That would be great to see - maybe in the next set!

I agree. I really want to ahve Bunker have his own villain. Maybe give Fright-Train an upgrade? I'd like to see him get a "Gem of the Cyttorak" upgrade. The more he hits, the stronger he gets. Something like that. I'm a little disapointed that he is a little left out.

I think they will still get stand alone nemesis decks.
On BGG there are some fan made alternate villain cards that turn the regular villain decks into Vengeance style villains. They are prety well balanced, unless you get certain ones together, then they get ridiculously hard. I use them a lot, it makes the Vengeance format a lot better to have a lot of options.
It is also a great way to get the decks that are not as fun some play, Ambuscade and Gloomy are quite a challenge in vengeance style play.

The Matriarch moves away from her emotionally abusive parents and starts living with Tachyon. The two patch things up, and Matriarch decides that she doesn't need to compete with a woman in her late 20's, early 30's with a PHD and just chills out.
Also, Super Scientific Tachyon is in the bio section now. Team Leader Tachyon is still nowhere to be seen.

See, the only problem I see with a Chrono-Ranger promo is that Jim can be base Chrono-Ranger for the entirety of the time he interacts with the other heroes meet him and it not be out of continuity for him. Other heroes have reasons to change and evolve over time, you can met Jim at any point along your timeline and 'the horrible thing that happened to him last time you met' has not happened to him yet.
The promos we are getting fit in with the narrative far more than 'other' games, the question we need to ask ourselves is not "Can we get a promo for Chrono-Ranger?" but "What do we know about Jim's life that could be an alternative version of him?" And so far that's only him as a sheriff in Silver Gultch pre-time portal, not sure that would fit with him having all those fancy gadgets.

You bring up a good point, but there could be a scenario where the only way to hunt down this bounty is to do "x". So, isntead of an alternate timeline, version or relative, it could be just a new playstyle like Rook City Wraith, or some Prime Wardens thing.

We could have a Promo Ranger where he reintegrated the timestream after the wonky place he got stuck in incap. Then we could have a promo power to do minute timejumps usable in combats where in effect it would allow a minor bufflike:
Timeslide: Another hero may play a card now
Mt bet timey-whimey things will get wonkier and a lot worse before they get better. Thus a not as anchored in reality Chrono-Ranger having more trouble maintaining time integrity could mark an evolution.
Cable is a superhero that comes to mind that uses time travel a lot but is far from static and I can't imagine Jim not learning from what he does.
