Savage Mana and Savage Mana

We've all seen the threads about Savage Mana and Ammo Drop, but I would like to start a discussion about Savage Mana and Savage Mana.

Savage Mana put targets Haka destroys under Savage Mana.

Savage Mana destroys the targets under it.

Targets he destroys are put under Savage Mana.

Shouldn't he be allowed (forced?) to put the targets destroyed from beneath Savage Mana directly back under Savage Mana since those targets are destroyed (by Savage Mana)? How is this not an infinte loop? Is it because it doesn't specifically say that Haka destroys the targets under it?  Is there a precedent for treating a character's Ongoing cards with Powers as separate from themselves?
If that's the case, are there any messed up situations caused by this in either Haka or other characters not being properly attributed damage or destruction?

Not quite. Cards under Savage Mana have no text, so they aren’t targets. Ammo Drop triggers on villain cards, which they still are, even though they have no text. A villain card has a villain back, which it still has under Savage Mana. A target needs hp on the front, which it doesn’t have while under Savage Mana.

Furthermore, unless I am misremembering, Savage Mana specifies that you have to destroy them by dealing damage to them.

It does not. "Whenever Haka destroys a target, you may put that card beneath this card."

I didn't remember. Then yeah, it does matter that they aren't targets. Which they aren't.
