It is reset for each target. For example, if Visionary puts Wrest the Mind of the Electro Pusle Explosive it will look like this:
Target first hero target with 15 damage, redirect to another target. EPE and Visionary take 3 damage.
Target second hero target with 12 damage, redirect to another target. EPE and Visionary take 3 damage.
Target third hero target with 9 damage, redirect to another target. EPE and Visionary take 3 damage.
Since EPE's hp, and therefore damage, changes between targets, a different amount of damage will be dealt.
Can you give a specific example? There might be fringe cases where a blanket answer wont work for such a general question.
Damage is applied in order of player choice, and there could be any number of factors that change the damage dealt in-between targets (like DR and such)

It really shouldn't matter the situation. If a card says "Do X <something> to all <some target type> where X = <some condition>", then either X is set once at the beginning, then applied to all applicable targets, or it is evaluated real-time for each target. If there are different rules for different situations, it seems like it will be difficult to make a judgement call when playing the game.
Whelp. Idk what to tell you. Sometimes it does. But generally, there is no "snapshotting", if you are familiar with that term. Triggers or amounts that are determined off of the current gamestate (like the EPE example) will change as the gamestate changes.
Do you have a specific example you can use to illustrate your question?
Also, the EPE example Pydro used is an officially confirmed interaction.
Since I bought the game yesterday, don't have the cards in front of me, and can't find any comprehensive listing of the cards anywhere, no, I don't have a specific example.
Are you saying that there are certain times when "snapshotting" does occur?
I can't think of any off the top of my head honestly, but this game can be so situational at times that weird fringe cases can, and do, come up.

I get that this is not a competitive game, but it seems like one should be able to figure out what do to in a given situation by following the rules of the game. It seems like this snapshotting is not covered in the rules, but someone, somewhere has made an official ruling about it. I am fine either way, I just like to know all of the mechanics/rules and how to apply them :)

Another example of AE damage changing would be Ra using Scorched Earth when there are multiple environment targets out - say there are four of them currently in play. Scorched Earth will do four points of damage (assuming Ra has no buffs of any kind) to all non-hero targets. When this is applied to the first of the environment targets (the order is player choice), if that's enough to destroy it then there will now be three environment targets reamining, so Scorched Earth's damage will now be three. If that's enough to kill the next target, then the damage will reduce again, and so on.
So in a case like this, it's a good idea to attack all the villain targets first (assuming you do want them all destroyed at this point - sometimes you might want to leave someting in play for various reasons) so that they take maximum damage, then attack the environment targets in the order that seems most useful if the damage is enough to destroy any of them.

I'm surprised no one answered this sooner: The basic answer is that there is never any "snapshotting", and all modifiers are always re-evaluated. There are definitely sticky situations, but they have to do in what order you evaluate various modifiers.
Doesn't Scholar have a couple of cards that might apply? Like do X damage where X is the number of non-hero targets out. I think the question is, on a card like that if there are six targets out when you start, but you kill some along the way does X stay six or does it decrease. I believe it stays six, but I'm not basing that off of anything.
The Scholar's cards wouldn't have to do a recheck for X because of how they work. The one I believe you are thinking of is Grace Under Fire. It deals X damage to one target where X is the number of non hero targets in play. He would only need to check once before dealing the damage. He has two other cards with an X value to calculate from "Get Out of the Way" and Know when to turn Loose. The first heals him X for every target he damaged and the second is based on how many cards he discarded. So for all of his cards with X on it there should only be a need to calculate once.
Yeah, I'm just going to pop in and agree DISAGREE that there is no snapshotting. All actions are adjusted as they occur, as needed.

If people are concurring there's no "snapshotting", that's (inadvertenly) how people are saying Checmical Explosion works.
Far be it for me to disagree with the masses. (also, it's an awesome visual, the heroes look on in horror at the rising tide, scrambling to get high enough to escape the destructive wave. The Matriarch, unaware of the impending danger, sends her fowl in to attack the heroes, only for them to fall prey to the acid sea fast approaching, their twisted bodies fuel the surf, propelling it to an even greater height, one no one is safe from...)
Wow, I hadn't paid enough attention to the wording of the Checmical Explosion. I think that's a wording error on the part of >G, but I do like the visual.

Er, yes, Official Ruling time. Che(c)mical Explosion deals damage equal to the number of Vat cards destroyed.
Chemical explosion still "snapshot" (meaning a fixed number independent of future game states). It's X is dependant upon how many Vats it destroys in its destruction sequence, and it only destroys Vats once, so any future game state won't be able to change it in the first place (unless more vats get played/destroyed during the destruction sequence obviously).
It's X was never dependant on vat destruction, read the cards literally, not for intent has been the rule for Sentinels in almost every discussion here, but now Checmicals is errataed so it no longer works that way, huzzzah for me getting something changed!
