Clarification needed on Prime Wardens Haka

The Prime Wardens version of Haka has a power which states: "Play a card.  If that card has "Haka" in the title, you may apply its effects to a target other than Haka."

What exactly does "its effects" refer to?  Does it refer to the entire text of the card, or only the part of the card which happens after the drawing/discarding?

In other words, if Haka wanted to use his power to play Haka of Restoration to heal up Fanatic, does Haka draw 2 cards and then discard 1 or more cards so that Fanatic regains health, or does Fanatic draw 2 cards and discard 1 or more cards to regain health?

It refers to the damage increase, damage reduction, and healing of the Haka cards. Haka still does the drawing and discarding.

I think there's a chance the wording on the card may change before they go to print to make the intention more clear since we've argued about exactly this question in the playtesting forums.  The conclusion that's been reached is exactly as Ronway states.

Can the effects still be applied to Haka?

Yes. Only one target gets the effect, either Haka or someone else.

Haka of Restoration or Shielding on Stealth Bot is pretty epic.
