TEMPEST CHAIN LIGHTNING: nothing is simultaneous, so, can each chain be directed to a "single" target? The card says first, second and third target, so I assumed not. But, target is anything with HP.
Chain Lightning is just trying to convay that you can't hit the "same" target with each of those instances. But they do happen one at a time.

Chain Lightning can not be used to hit the same targt multiple times.
