Hairtrigger Reflexes vs Crooked Cop

This is another of those quick ruling type questions. Fighting the Chairman. Expatriette has Hairtrigger Reflexes in play, there is a Crooked Cop in play and an underboss enters play. Can Expt ding him? I've been playing conservative and saying no, but one could argue that Hairtrigger Reflexes hits the underboss AS it is ENTERING play, while the Crooked Cop can only protect the boss once it is IN play.  FWIW Hairtrigger Reflexes is older than the Crooked Cop. 

Yes, Hairtrigger reflexes would allow you to hit the underboss, then the crooked cop comes into play, and then Hairtrigger Reflexes would allow you to hit the Crooked Cop.   So your hit on the underboss would do full damage in this case.  

No, you're right. If Expatriette can shoot him, then all DR in play also applies.

Just to clarify, the Crooked Cop is already on the table when the new Underboss is played, so it's not a question of hitting the cop, but whether the cop will protect the underboss. And it looks like not since Expat is hitting the boss during the act of being played. 

The DR should apply is this case. You can't damage a target not in play. If the underboss is in play to be dealt damage, it's in play to benefit from DR

If the crooked cop was already in play before the underboss then yes they would benefit from the DR.  I was thinking a scenario where the underboss came into play and that caused a crooked cop to enter play.  

If the card is a viable target to shoot, then it gets any available protections.
