Drawing Cards Clarification

I seached the Forums but could not find an answer, hoping someone could help.  If a card is in play, such as an environment card like Hostage Situation, or Paparazzi on the Scene, which say "Hero Cards Cannot Be Played" or "Heros Cannot Use Powers", can you still draw an extra card if you don't perform the other condition.  

To clarify further, if Hostage Situation is in play and Hero Cards Cannot Be Played, am I able to draw an extra card if I don't use a power on my turn?  Both conditions are seemingly met.  I have neither played a card (Due to Hostage Situation) nor have I used a power (Due to my own volition), ergo I can draw an extra card.

Or do I not get to draw an extra card because the not playing a card portion of this condition was not of my own volition?

Conversely, if something lets you draw an extra card during your Draw phase (Nightmist's Mist Form and Bunker's Recharge Mode both do this) and you neither play a card nor use a power, you would get to draw three cards - two plus the extra one :).
