can up to be 0

Can "up to" be 0? I wonder because I used Fanatics card that deals herself upto 5 radiant damage. I am buffed by Legacy 2x so if I choose 0 I can still take 2 damage and deal 4 to Baron Blade. Is this possible?

Yes, you totally can select 0 for "Up to"
