Skinwalker Gloomweaver and Freedom Tower

Two questions:

1) Am I reading it right that the flip side of alternate Gloomweaver, despite having 100 HP, basically nukes himself every turn (H damage and then H-2 damage)? So you just need to outlast him really?

2) If a card says, for example, "All Cold Damage is increased by 1" AND "Does 1 Cold Damage," that card would do 2 Cold Damage, right?
