This boost says - The strike force ship with the most energy travels to this sector.

Remove 3 energy from it.

If the ship with the most energy was already in the sector - ie: it did not move - does it still have to lose the 3 energy?

Yes. The key part of thr card is that the SF ship with the most Energy ends up in that Sector and is hit. The Energy removal is not dependent on the damage.
