Visionary's Foresight on Movement Rolls?

Does Foresight allow Visionary to switch the die on her card for one rolled for movement during a player's To Be Continued?
 

I can see the ruling being that the target is not the one making this roll, so the wording on the card would not apply; however, with the example of The Operative's Dragon's Frenzy specifying attack and defence rolls, I would think the lack of that type of specific wording on Foresight would mean movement (the only other type of roll so far) would also be a roll that can be manipulated.
