Start of game - order of power choice and movement rolls

While watching the tournaments I noticed that the teams are consistently choosing powers, revealing them (including placing map elements like Blazing Tornado), then rolling movement.

The rulebook does not indicate whether start of game power choice comes before or after movement roll. Is the tournament policy an official rule?
