Scenario Supply question

Hi I got another rule quesiton. We were playing citizen dawns scenario and had a question about supply. Since rise of the dawn card pulls one of the citzens from the supply, but the scenario lists certain citizens, but the start in the match and are resurrected like normal on their turn. So would the supply be the ones not in the scenario?

Yes, the supply is made up of any Citizen not being used in the scenario.
