So my son and I broke it out for the first time tonight (purchased at gencon)
He took citizen dawn without the scenario powers, I took ra. First to 3 incaps wins. (skirmish)
All I can say is it wasn't even close to a contest. Citizen Dawn won so easily that it was more than ridiculous. So, either the villains aren't meant to be played in skirmish mode, or we seriously are messing something up.
I mean Citizen dawn puts out a citizen with one action that has 8 health itself and had two actions! She has another card that says flat out.. "incap an enemy within 4 range" lol. Yes its a one shot, but she just does that first and boom, no way to win basically lol.
So any help is appreciated, has anyone else tried this?
(also I found the rulebook to be fairly horrible. It never has a thorough setup section if you're not playing a scenario. it doesn't seem to cover rules in the right order, just not good. Though the mechanics of the game seem excellent)

Devastating Aurora's incap does not count as a Incap for winning.
Sentinel Tactics is more of a team based game. While all characters are balanced, some of ways of countering other characters. Take 2 versus 2 and the match will be much more balanced.

Incaps through that power don't count for 'scenario bonuses', it says so on the card. I would count a point scored in a skirmish as a scenario bonus.
And one on one skirmishes are the worst, you really want more people/heroes to get a feel for the 'tactical' aspect of Sentinel Tactics.

Dawn is one of the strongest characters in the game, and 1v1 she is really tough. Ra isn't a great 1v1 character, because while he can outdamage anyone, he is far too easy to incap. Legacy + Ra is a crazy team, since Legacy can protect Ra.
There are characters that are really well suited to defeating specific other characters, and it balances out a lot more in team fights.
Also while Skirmishes are cool, the straight up fight to incaps style is great for learning the game, but not much more. Which is why we've been working on other skirmish types.
The game really comes into its own when you get to teams of 3. That is my favorite team size, not so big that rounds take forever, but there is so much more flexibility in team comp.

We've collected Phantaskippy's and kitmehsu's alternate skirmish modes (king of the mountain, capture the flag, tag-team, etc.) here on my site if you'd like to give them a try. You might find them more interesting than just having a couple of characters run at each other and punch each other until someone falls down.
