Living pyre card question

I don't understand Ra's living pyre card.  Does this card allow him to surround himself with hazard spaces within a radius of one? Or does it just generate a single hazard space within one of his location?  Thanks for the assistance.

All the spaces within 1 of Ra are hazard spaces.

It works really well with Drawn to the flame.
