Can someone explain to me how Citizen Dawn works? I'm a little confused. All I see for bringing out Citizens is Return with the Dawn, which only gets out a maximum of one of them and (unless I missed something) only lets her switch Citizens every 2 turns. This doesn't feel very thematic for her and seems strange given her synergy with other Citizens and Truth & Dare's anti-synergy with each other.

Have you read the scenario books at all? Return with the Dawn is only for skirmishes. She can only summon one at a time then, because balance.
In the scenarios, you play as 5 or 6 Citizens at a time.

I think he meant that the idea of only using 1 Citizen was balanced for skirmishes. In scenarios, she has many more.

It's much easier to say that Return with the Dawn can be used whenever Citizen Dawn is in the game.
It's certainly not only useable in Skirmishes.

What I meant was that Return with the Dawn being the only source of citizens is only true in skirmishes.
