Except maybe not. I just looked on Ebay for copies of the Rook City expansion, having discovered that I can't currently buy it either through >G's website (they're sold out of it and Infernal Relics) or through my FLGS (which can get Relics and maybe Timelines, but not RC or the first two mini-expansions, so I'm stuck paying shipping at least once). Ebay has two copies...one of which is $500, and the other is two thousand. For that kind of money, I could build a scale model of every building shown in the art.
Will I ever own this expansion, or must I content myself with knowing someone who owns a copy? And since that friend owns IR as well, should I ever bother buying that one, or just concentrate on buying the ones he doesn't have?

GtG completely sold out of RC and IR at GenCon. They are reprinting both, and they should be available by the holidays.

YEah, reprints are coming, but for now I'd get what your friend doesn't have and pick up the others later.

Not that this helps you at all, but I received my copy of Rook City yesterday.
At Gen Con I found out Rook City and Infernal Relics were both sold out, so when I got home, I ordered them. Amazon retailer actually canceled my Rook City order citing lack of stock and out of date store front. So I had to turn on my eBay account which laid unused for 8 years, and get it from there.
If it makes you feel better, Spite kicked my ass big time in my first game with my own Rook City (my friend has all the sets). He got out a turn 1 PL626 Compound XI (Spite deals 2 toxic damage to a hero who uses a power, and then Spite heals from that because well...Spite) against my self-play team of Visionary, Expat, and Fanatic, and I got rocked. Hard. None of his other drugs showed up until late in his deck, so I was fighting an uphill battle against his healing (I didn't get Twist the Ether until late, even though I was trying for it with Visionary).

There's a game store here in Indy (Arsenal Game Room & Cafe) that has at least a couple copies of all three expansions. For how long? Dunno.

My guess would be "until they sell", but that's just me.

This just made my day. I've heard numerous complaints from family members that my holiday wish list was slim in the past years. Having just discovered SotM about a month ago (boy, have I been missing something awesome…) I was hoping to flesh out my list with the expansions. Needless to say I was a bit disappointed when I saw Rook City available NOWHERE, and Infernal Relics disappearing quickly, but I've got a big smile knowing they'll be back for the holidays. Good deal!

As of last Friday, they had four copies of Rook City and three copies of Infernal Relics.

Nope. Just the normal amount and shipping. But I had Gen Con knowledge, so I knew it was possible that sets would be sold out.
My Infernal Relics purchase got messy when there was a typo on a shipping label. The seller takes forever to reply to any email, so I'm trying to decide to order a 2nd copy and cancel the 1st, or just wait it out.

I'm just glad that I decided to immediately order the expansions right after initially getting and playing the game a little more than a month ago. (I had played one game some months earlier, and it hadn't really grabbed me then.)

Today I went back to a store that had earlier told me they could get Infernal Relics, figuring I'd buy what I could for now. But I changed my mind when they claimed that the reprint that's coming in December is actually both Rook City and Infernal Relics in one box! If this is true, there's no point to buying only one of them prior to that. Please confirm or deny this information.

That sounds wrong, but I don't know for sure. They're both getting reprinted, but not in one box, as far as I know.

How do you know this? If it's an announcement, I haven't seen it.

Not officially announced, but they've been telling folks at Cons in person. Asked at PAX if it was okay to talk about, and they said "Yes."

Whaaa?!?! Is it a full-sized box like EE then? or something in the middle?
and doesn't that kind of screw the people who are only missing Rook City into buying extra stuff? especially if they bought Infernal Relics recently because they thought they should snatch up everything could while they could?

So given that they've been saying "x small expansion and 1 big box expansion after Vengeance until the end of the game", we're owed another expansion because they're combining 2 previous expansions into 1, right? pleaseohpleasohplease
…
Can't fault me for trying

Will it still be possible to just buy Rook City? What if I already have Infernal Relics?

It might be worth it to get the new box even if you already have the expansions if there's improved or different art and errata.
