The Chairman?! i have quite a few words to say about THAT particular... enemy. However, i do believe swearing and curse words aren't allowed here, so I'll just go over and sit on my conrer mumbling profanities.

One thing I want to know: is the Chairman's deck supposed to be after the event (like how Blade's deck is centered around the time he pulls the moon into the earth) the fight in particular where the Chairman was present during the Mr. Fixer/Operative fight? Or is it more representing Fixer's adventures taking down different legs of the Organization, thust culminating in a show-down with the Operative?
It seems like it could take place at any given time prior to the Operative being killed and taken by Zhu Long.
I've heard them say that the Chairman's deck represents the slow, frustrating fight against deep-seeded organized crime, so I think when you're playing the Chairman, it's not so much a specific "event" as it represents weeks and months of slogging it out, investigating (i.e., taking down enough of his enterprises that you find out who he is), etc.
From my understanding, the deck doesn't really take place at a certain time (like Baron Blades deck does). It has a pretty large timeframe obviously, between Operative coming into the picture to when she gets killed (pictured on her incap side in that deck). But I think it just represents the general feeling of fighting the organization at all, dealing with all the underbosses and trying to reveal who the Chairman is. Where Baron's deck might be representing a single storyline (MoonFall), Chairmans deck represents years and years of comic fights distilled down to a single card game battle.
The "one very long battle" theory doesn't work well with the environment mechanic, as those fights wouldn't all be in the same place. There are probably lots of small conflicts, but I think the card games represent particularly strong interests, where the Chairman isn't just willing to let them slide when they're about to be lost, and steps in directly to try to save them. That also explains why the Operative is there right off the bat.
I wish we'd had an Iron Legacy timeline variant of the "Chairman." Could have been set up as the hurdles the rest of the Freedom Six have to go through to recruit Maia back to their side, or an even darker future where she goes back to run it after Iron Legacy is defeated.
Based on the bio for F6 Wraith the recruitment of her by F6 Tachyon doesn't sound like it was hard at all. Moreso it was an issue finding her and just a shock to see her running the Organization now.

Did no one ask who the shadow in Chairman's Character card is? Or do we already know? From the episode I'm guessing Zhu Long, but it seems surprising that no one asked (or that is wasn't answered if it was asked).
The first half of the fight is just fighting through to find out that the Operative isn't the head of it all. That there is someone running the show from beyond her.
The second side is trying to bring him down. but you constantly have to get past his never-ending line of thugs and underbosses.
It is definitely not a single showdown. It's like Daredevil season 1, that's how I view it. There are battles at different points, but it's all the same fight.

I'm making a concerted effort moving forward to ask as many art-related question as possible. It's the strongest tie we have from game to story, so understanding little things in art and decks is my priority
