I'm pretty sure this would be pre tactics and before he became Luminary as he still has his scar that is clearly gone in his Luminary image from the OblivAeon KS.
If it is set in Tactics it would have to after Flame of Freedom.
I say it's set after tactics but again we don't know for sure
He doesn't have the scar in his Tactics appearance. So if it's from the Tactics storyline it would have to be later after the events in Flame of Freedom.
I said AFTER tactics or before it , we don't know enough yet
