Who is in league with the Big Bad?

Most of the evidence we currently have points to Progeny's creator being the ultimate villian of the Multiverse.  My question is, who is working for him, or inadevertantly helping him, or hindering him?  For example:

• Grand Warlord Voss certainly does not seem the type who wants to destroy the world, just to conquer it.  However, in the wake of his reign of terror, the galaxy at large seems to have become much more chaotic.  And Progeny feeds on Chaos.
• Apostate's motives and mission--as well as his connection to Fanatic--are still largely shrouded in mystery.  Are the Host and the Cosmic entity in cohorts, or even possibly the same thing?
• The Dreamer is obviously interconnected with the shattering of the timelines in some capacity.  The work of the Progenitor?  Or a coincidence?
• Deadline seems to be actively opposing the coming of the Cosmic Entity.  What does he know that we don't?
• Who are the voices that drove Infinitor insane?  Is the Cosmic Entity involved?
• Where does the Wager Master fit in?  Who made the "wager that nothing would happen?"  Was it the Cosmic Entity?  Is he now trying to reverse the fact that he wagered incorrectly?

Personally, I really don't know what to make of all of this, but I'd like to hear other people's speculations on the issue.

Cosmic Omnitron was brought to life by this Cosmic Entity and then the Cosmic Entity became disinterested in what happened afterwards.

The cosmic power that Captain Cosmic and Infinitor got came from the Cosmic Entity. Where the voices came from is unclear, I believe.

Also, Citizen Dawn’s power source is listed as “Cosmic”, so she is probably involved in some way as well.
