Biomancer has a strong resemblance to Doctor Alchemy
Whats funny is that Doctor Alchemy weilds a philosophers stone just like the Scholar, the nemesis to Biomancer. Doctor Alchemy is also a Flash villain (usually seen with the Rogues Gallery), and we first see Biomancer in Tachyons deck.
I feel kinda dumb for not connecting these dots ealier. Makes me wonder what other easy dots have we been missing along the way?
Apparently we don't have any major Flash fans who visit here regularly. Is there anything else that can be gleaned about Doctor Alchemy? The DC wiki doesn't say a lot.
Honestly ithought that biomancer looks like he has captain cold's hood and the trickter's shirt (two other members of the rougues). Also people can be Flash fans without knowing everything. 
Captain Cold wears a parka with a fur collared hood.
That's why I said major. Though I probably should have said diehard Flash fan since the bio seems to indicate he has been a villain of the Flash for some time but just hasn't been one more recently.
Yes he does, but I was refering to this version (and its just who I thought of first) In reality it probably drew its insperation from Moon Knight
