Any idea why it has only 7 decks, but is $10 more than other expansions?  Just trying to see if there is stuff included not listed that anyone knows of.

In addition to the 5 heroes and 2 environments, there will definitely be villains: at least the Vengeful 5, which you can see described starting here:

Also remember that hero decks are larger than villain decks.  It's a big box, like the base game.

Because it doesn't have only 7 decks, it (as listed) has 5 heroes and 2 environments... in addition to that there are villain decks, which are a new method of playing.

"In addition to 5 new heroes and 2 devious environments, this product provides a new mode of play for the heroes to face in the form of a team of villains"

Presumably the five villains will each have a deck of their own, although possibly not the full 25.  But even if there was only a single 25-card villain deck, that plus two Environments and five 40-card Heroes totals 255 non-character cards (and seven character ones), compared to 210 (and ten characters) for the $20 expansions.  If all of the villains have full-size decks, that adds another 100 cards (plus eight more characters), and it's no longer remotely close.  The EE is $40, and it contains 500+ cards, but its price was probably low-rolled a little bit for the sake of getting people into the game; the expansions probably have a higher profit margin so that they don't need to sell in comparable volume.
