Looking at the wiki, I noticed 13 variant promotional heroes and 2 villains. Is it possible to get these somehow? I didn't discover this game until recently so I missed out on the kickstarter promotions.
They were available as kickstarter promos. In the future they may release them for general purchase but for now they are unavailable except to those that backed the kickstarter.

Actually! All the heroes besides Young Legacy, Rook City Wraith, Redeemer Fanatic, and Horus Ra will be avaliable to convention goers when GTG recieves them from the printer.
The two villians you can get if you purchase the Oversized Villian Cards, or at least I think they are continueing to print those off for them.
You can also downlaod and print your own from Spiff's website - he has permission to put them up and you have permission to use them, since they use your standard deck for said hero or villain.

The only thing that drives me nuts is that the promos for Ra and Fanatic have awful backs full of artifacting. That and the villain promos are the oversized cards with the same problem.
