They certainly can be! And that would be a ton of fun. But you can also play them as stand-alone missions as well. Say your group breaks out the game and just wants to play Omnitron's 2nd scenario. You can totally just jump right into it.
You could also play the first in a session, then for the next session play the second, based on the results of the first, etc., creating a brief campaign, of sorts.
Is it feasible to play through one whole scenorio booklet in a roughly two and a half hour play session?
If you all knew what you were doing and intentionally played fast you could probably make it.

I've only played one game of Tactics, and haven't read the scenarios book myself. But from my experience, hastily running through a game takes away from the experience. I'm much more interested in the game action rather than worrying about completing a playthough in record time. But hey, to each their own.
Yeah, I wouldn't suggest it, but it is feasible.
