Entwined Power solo.

Took this power as Green for the elements, met the threshold, but obviously cannot select another spirit.  I made the threshold, does any of the power's effects occur?

In solo games you can target yourself with “target another spirit” powers.

So for Entwined Power you would gain a power card and gain 3 energy.
