If Bringer of Dreams and Nightmares uses this power, does it earn fear for "destroying" buildings beyond Dreamer's normal fear?

No, since no buildings are actually destroyed.

Similarly, Vengeance of the Dead would not trigger off of anything Bringer of Dreams and Nightmares does.
