This feels like a setup that you can't win on the first play, but I'm curious to see if anyone Mints it.

No, seriously, it is a mess.

(Tried to spoiler-block the below, and discovered for the first time that this isn't a thing on this forum?)

After the first time, I knew I didn't need to blow anything up, and I could keep my cards to do fun things. I also knew that using Tempest to block Underbosses was better than killing them, at least until Prison Break got out. It still took me a couple extra tries to win - the first time, my Chrono-Ranger got hosed by bad card plays and I was still trying to use Mr. Fixer's redirect instead of his Irreducible. And then Fixer died and things got much easier, because Tempest could spam his ability and block three Underbosses per turn from creating people, and then use Cleansing Downpour a whole bunch to heal up the team with CR and Sky-Scraper killed everyone.

Near Mint with everyone around 10

First game got trounced due to playing the game as I would normally without any prior knowledge, ie getting rid of the papparazzi and hostage situation by discarding, then trying to AoE away the rooty-tooty-point-and-shooty guys to mitigate damage, then just getting Prison Break'ed to break me. It hurtses us!

Second game, (Spoilers) I used what I knew to handle everything better. I let Rooftop Combat remove the two blockers for me, then just tried to delay for a round until A. Sky-Sky had some good damaging cards in hand, including Techtonic Chokeslam and B. Mr. Fixer had Grease Gun and C. There were fodder ongoings/equipments for thieves to destroy and D. First Prison Break had already been played, and the Informant was out and E. The villain deck was almost empty. Once I did that, I played Grease Gun, let the Informants pull out the next Prison Break and shuffle the deck, then broke loose with Sky-Sky, dealing AoE damage with Techtonic and then her power to destroy Rooftop Combat and the Grease Gun stopping the retribution damage from the Operative. Once the board was pretty much cleared and all the Underbosses were in the trash, I started cleaning up the operative then the Chairman.

Ultimate Target + Nerotoxin also was very helpful in mitigating retaliation damage. Tempest usually just healed and played thief fodder, but started doing some good damage to the Chairman at the end.

Guys be careful, something happened to me that I killed the boss before the operative and then killed the operative and then I was killed by a swarm of underbosses , it sucks that I happened that way but I couldnt win even though there were no more enemies

 

here is the solution that worked for me to mint on pc

Did this last night and got a mint. All I can say is don't give up. It seemed hopeless many times throughout the fight, especially when Prison Break gets played, but you can still manage it. I played this as a standard Chairman game- beat down the bosses and thugs as they come out and hit the Operative when I could.

- Chrono-Ranger used Sudden Contract to grab the bounty that lets him use a power whenever the target does damage, and it was played on the Operative. That way, as the Operative did retaliation damage, Chrono-Ranger could get extra attacks in. Even with his base power, those small attacks let him do enough damage to help clear out lots of thugs. He's very good for helping to knock down Crooked Cops so Sky-Scraper could finish them off. This is one of the few times it's worth it to use No Executions on thugs. It will avoid the Operative counterattack and put those thugs where the bosses can't get them. Plus a single thug is generally less painful than any other card the Chairman will pull up.

- Sky Scraper rampages across Megalopolis. Skyscraper stayed in her large form for nearly the whole game. Besides keeping the environment in check, it let her do damage to everyone on the field and there were a lot of targets to damage. Even when her damage was indiscriminate and hitting the other heroes, it was worth it. And Thorathian Monolith is great no matter what.

- Mr. Fixer does the beatdown. Lots of Bloody Knuckles off the start, so it's easy to do some good damage and not destroy anyone else's cards. This big damage lets you take out the bosses early on. Later on, Dual Crowbars will let you take the Operative and the Chairman from full to nothing in a few turns- save up your Overdrives for those turns.

- Tempest the tank. With Elemental Subwave Inducer and Otherworldly Resilience, Tempest can soak up the Operatives retaliation damage. Later on, Cleansing Downpour helped keep everyone alive, but I didn't play or use it until everyone was at death's door.

At one point, the Operative was at 23 and then a Prison Break saw the Fence and his thieves heal her back up to full. But after a few painful turns of clearing the board again with Chrono-Ranger at 3 and Mr. Fixer and Sky Scraper at 1, I managed to claw back and win. I never saw the second Prison Break and I was waiting for it to end me, but I managed to finish it off with 3 or 4 cards left in the villain deck.

Mint

But with just Sky left standing and on 1 HP. Chairman had 5 HP left on the villain turn and played Jailbreak. Thanks to Cortex Hyper Stimulator he dealt himself damage and retaliated against himself for the hero win before his full army of Underbosses and Thugs could take out Sky's last HP.

kamesenin is a lifesaver! Though I get the feeling that's not the only way you can win it. :) I do like not destroying the environment cards by discarding, I never would have thought of that myself.

Near Mint at 10, 7, 7, 9.  The key was taking out the Thieves first, so I could keep my stuff in play, and using No Executions to keep the Fence from coming back through Prison Beak.  The Ultimate Target and Dual Crowbars helped Chrono-Ranger and Mr. Fixer take out the Operative pretty quickly, and beyond that it was a matter of AOE damage from Tempest and Skyscraper, with Tempest providing healing once the ground troops were thinned out.

Well, that was an interesting and buggy one shot.  I minted it with all heroes at full HP after a very long battle.  I defeated the Chairman first, but then when the operative went down it didn’t register that the game was over.  I didn’t want to lose my mint so I played all the way through the deck with neither the Opperative nor the Chairman in play (which gave tempest plenty of time to heal my team back up) until the Chairman got reshuffled in and then put back into play and then got enough underbosses in the trash to flip.  It took a long time, but after all that by the time he flipped CR almost took him all the way down to 3 HP on his turn alone and with Grease Gun out he couldn’t even hit back.  https://pastebin.com/0XSST35h

That is not a bug, it is as intended. If the Chairman dies before the operative, his card goes into the discard deck, which can then get shuffled back out (terrifying, I know). If you read the Operative's card, the first line is "The Heroes cannot win the game", so as long as she is out, you gotta keep going. As for the Chairman card going to discard, that is Ruling from On High as to how it should be done.

No, I understand that.  That wasn't the problem.  The problem was that once I defeated both the Chairman and the Operative, I didn't win.  The Chairman was in the trash and the opperative was down, but rather than win, the game kept going.  I made it so I could suffle the deck and replay the chairman and when I defeated him a second time I won, but there was a good chunk of the game where the opperative was down, the chairman was in the trash, and I was playing still anyway.

Blah, Good.  Lost my mint, and then didn't come back until last night, and won on my second try with a good amount of rewinding.
