So, first idea is to get three card plays in one turn with at least Tempest and PW AA on the team, if not the full PW lineup. It looks like this isn't a victory/defeat triggered unlock, and this was done outside of Tempest's turn.
It’s not that, I gave tempest 4 plays and 2 powers in one AA turn, same linup as the winner, and nothing.

None of Tempest's stuff seems to indicate great loss.
His variant power, sacrifice, implies loss. But I was tripping over myself to use that power a terrible number of times and it didn't unlock.

I put all of tempests ongoing and equipment cards in play, then played his three different lightening cards in one turn and it unlocked. He unlocked as soon as the third card was in play, before the damage.
Did you play his ongoings, equipment AND his lighting cards in one turn, or just his lightning cards?
I had all the ongoings and equipment In play beforehand. I played the lightening ball, lightening slash, and chain lightening during haka’s turn. A rampage hit a dynamic syphon on AA which I used to make tempest play those three cards in one go.
Unlocked! I did what neoadvent89 did and got it unlocked. Can somone try and just play the three lightning cards (Chain lightning, Lightning Slash, and Ball lightning) in one turn?
EDIT: Also, Maybe the environemnt matters. I did in in Dok'Thorath capital
I don’t think just that will work as I tried it multiple times while setting tempest up. It wasn’t until I got out cleansing downpour, localized hurricane and vicious cyclone that it worked.
You're right. Tried it in Relams of Dischord and sand Prime awarded team. Going to see if environment and other heroes matter

PW AA was in the lead (as he is fantastic to play cards)
Played the One-Shots in one turn or simply played them with the Ongoings in play? And is that confirmation that Equipment isn't necessary? Did you have the whole team or just some of them?
I had one version of every o going in play when the three one shots were played.
i had three heroes: PW AA, TL Tachyon and Default. Tempest
i don't think equipment is necessary.

OK, PW AA is not needed.
I had Dark Visionary, Santa Guise, Super Scientific Tachyon and Tempest in that order fighting Ambuscade in Wagner Mars Base.
The other three heroes abused rewind mechanics to setup Tempest with his 7 Ongoings and 3 Lightning One-Shots in hand.
Ambuscade means no Ongoing Destruction and Wagner Mars Base means you can set up while protected by a Meteor Storm.
The three one-shots were played on different, but subsequent turns, with Ball Lightning last. None of the three were played prior to him getting his Ongoings in play. In fact, the only other thing Tempest played was an Aquatic Correspondance via Santa Guise's flip Power.
So I think it's something as simple as having a certain set of cards in play. Perhaps not all 7 Ongoings are needed, but we can certainly try:
Tempest plays Lightning Slash, Ball Lightning and Chain Lightning while he has all 7 of his Ongoing cards in play.
If it's not that, it's a subset, as team, Villain and Environment do not seem to matter.
Another thing to test: Is there someone here who hasn't unlocked PW AA yet? If so, could you try to unlock Tempest first so we know if we need to tack: "Unlock PW AA, then:" to all our attempts at figuring these out.

I notice you went out of your way to play them in the same turn, Dandolo, but that isn't part of it. My plays were all Tempest's normal Play a Card Phase of his turn over three Rounds.
It's good you have a different order than me, going BL->LS->CL while I went the opposite order CL->LS->BL. It shows that both Chain Lightning and Ball Lightning are required. We just need someone else to test with the third card being Lightning Slash to confirm all three One-Shots are needed.
It seems the only thing we don't know is if all the Ongoings are needed, or just a subset. Perhaps he doesn't need Otherworldly Resilience, as that one isn't actually controlling the weather, unlike the other Ongoings. Cleansing Downpour and Shielding Winds are also defensive, so they might not be needed to be in play. Anyone want to try without these cards?
Maybe you need Electrical Storm too?
Got it. Tempest, Visionary, PW AA, Legacy vs. Chokepoint in the final wasteland.
All 7 of Tempest's Ongoings in play, played each lightning card, on aa's turn, then Tempest's , then AA again. all ongoings were still in play.
Subwave inducer had entered play, but chokepoint stole it.
OK, so I just tested this on my phone version which I grabbed in the recent sale and I don't really plan to buy the expansions...
I couldn't get it to unlock. All 7 Ongoings in play, playing the three One-Shots did nothing. I did try beforehand in the same fight with only 6 of the 7 Ongoings, but I doubt that would have messed anything up.
The only conclusion I can come to right now is that PW:AA being unlocked, or at least part of his unlock sequence being performed, is needed.
So I am revising my theory to it either being:
Unlock Prime Wardens Argent Adept. Then, Tempest plays Lightning Slash, Ball Lightning and Chain Lightning in the same fight while he has all 7 of his Ongoing cards in play.
or
Lose to Akash'Bhuta with Tempest on the team. Then, Tempest plays Lightning Slash, Ball Lightning and Chain Lightning while he has all 7 of his Ongoing cards in play.
I can't test my theories any further beyond that without purchasing packs on the mobile version.
Got it. Dok’Thorath, had all 7 Ongoings out, played all 3 lightning one-shots. I played them Chain, Ball, then Slash, so you do need all three.
OK, so now we need someone to test with the 6 Weather-based Ongoings (exclude Otherworldly Resilience). I don't know what else could be superfluous or missing, assuming the PWAA unlock is needed.
First, let’s check to see if they all need to be played within a round of each other.
Then maybe see if the ongoing cards need to still be in play, or if they just need to have entered play.
For my unlock, I used PW AA, TL Tachyon, Captain Cosmic, Haka, and Tempest. I was greedy and got CC's unlock too.
I played against Ambuscade in Dok'tharok Capitol.
Like most others, I had all the ongoings in play as well as Sub-wave Inducer. I agree with most that probably resilience isn't needed and it's just the weather related ongoings required.
I got the unlock after playing the 3 lightning one-shot, and I played all 3 in one turn (although that has been proven as unnecessary).
I unlocked when I finally drew Localised Hurricane on the environment turn, so I played that and then all three one-shots on the same turn via PW AA - I did Localised Hurricane (via Silver Shadow&Inventive), Ball Lightning (second Silver Shadow&Inventive), Chain Lightning (via Polyphoric into Lyra+Alacritous) and Lightning Slash (via Lyra&Inventive, and LS triggered the unlock). And then I had Argent's Power phase...wow, I was worried it would be tricky to engineer three card plays in a turn (although turns out that's not even needed!). Also, I had previously used LS before all the ongoings were out, although it was quite a few turns digging for the Hurricane and Chain Lightning before I went for the lightning trio. I had Vicious Cyclone out but I never discarded any cards for it to do damage since Ambuscade was flipped for most of the game. Sub-wave never made it out, but the Shackles and Resiliance were out.
I had no Equipment in play. The only cards Tempest ever played were the 7 Ongoings, 3 Lightning One-Shots and 1 Acquatic Correspondance. He perhaps had some face-down cards from Santa Guise as well, but surely those don't count.
They don't; I already proved that's not necessary. I played my three cards in three separate (although sequential I guess) rounds. All I used was his normal Play phase to play one card each round.
So with that, the only other things we need to figure out is what Ongoings are actually needed.

I used some of Tempest's lightning one-shots before I had all 7 ongoings out, and then used the rest after I had all 7. No unlock. I then just played all of the one-shots after having all the ongoings out, and it unlocked.
The damage type was changed to projectile via the Elemental Subwave Inducer, and at the time of the unlock, Meteor Storm was out (so no actual damage was inflicted.
So not 100% sure if this means anything or not, but went for the Steam unlock with the same team I used before (PW AA, TLT, CC, Haka, Tempest), and I had all 7 ongoings out, played all 3 one-shots (in one turn) and did NOT get the unlock.
Using Reclaim from the Deep and Vernal Sonata I got back the one-shots, played them all again, and DID get the unlock.
In between the first and second attempt, I made sure to use Localized Hurricane and Glacial Hailstorm once each (I had already used Cleansing Downpour several times). Also, I put out Subwave Inducer.
Now, unfortunately, the reason I say that this might not mean anything is that I was doing it multi-player, and beween the first and second card played for Tempest, the game went out of sync and I had to reconnect, so I'm not sure if that botched the unlock, or if the other things I changed did it.
However, this makes me THINK that maybe Inducer is required.
I never did anything with the Inducer in my unlock except manipulate it through my deck. Guise discarded one via Gimmicky Character, Dark Visionary shifted a second one to the bottom of my deck and Super Scientific Tachyon discarded it through a failed Experiment.
However, with my Mobile unlock(in which the game is not finished), I don't think I used Localized Hurricane's Power at all, despite using it in the Steam unlock. I will try that to see if it helps. It may mean we don't need PWAA unlocked after all!
Edit: Made sure to use all Tempest's Powers before playing the three cards and it still failed to unlock.

I did my best to be meticulous and gradually tried the Ball Lightning, Chain Lightning and Lightning Slash combo after each round of playing ongoings (and rewound if no unlock):
Vicious Cyclone: no unlock
Vicious Cyclone, Localized Hurricane: no unlock
Vicious Cyclone, Localized Hurricane, Electrical Storm: no unlock
Vicuous Cyclone, Localized Hurricane, Electrical Storm, Grievous Hailstorm: unlock
Those were the only Ongoings played and no equipment was ever played. Never used any power other than Tempest's base power. Never discarded cards for Vicious Cyclone. Never Reclaimed from the Deep.
So Vicious Cyclone, Localized Hurricane, Electrical Storm and Grievous Hailstorm could be the minimum ongoings required in play before playing Ball Lightning, Chain Lightning and Lightning Slash. Has anyone unlocked without these four ongoings?
Ok, so the guess earlier was correct! All the offensive weather cards... Thank you very much for being so meticulous.
Let's formalise what we have it narrowed down to:
Unlock Prime Wardens Argent Adept. Then, with Vicious Cyclone, Localized Hurricane, Electrical Storm and Grievous Hailstorm in play, play Lightning Slash, Ball Lightning and Chain Lightning in any order.
If anyone else wants to test, I think you should try to remove Vicious Cyclone and Electrical Storm from the list. We know Grievous Hailstorm is necessary and it may just want the Power cards... So have Grievous Hailstorm and Localized Hurricane in play and try to play the three One-Shots. Then have Grievous Hailstorm, Localized Hurricane and Electrical Storm in play and try to play the One-Shots. That's the most likely way to narrow down easier strats.
Then again, perhaps we already figured it out (crosses fingers).
Just unlocked it with the same conditions as jorgenp noted, but I also had Cleaning Downpour out when I played my three lightning one-shots.
The future is now, thanks to science! The official unlock conditions for Prime Wardens Tempest have been discovered by the community:
Prime Wardens Argent Adept must be unlocked. Then, with regular Tempest in a game, play Ball Lightning, Chain Lightning, and Lightning Slash at any time when Electrical Storm, Grievous Hail Storm, Localized Hurricane, and Vicious Cyclone are all in play.

Also whether the ongoings need to be in play at the same time, or just need to have been in play during the game.
The Ongoings have to all be in play while you play those one-shots. As long as those Ongoings are in play it shouldn't matter on the timing of playing the three one-shots
In other words, you could reqrite the unlock condition as:
Step 1: Unlock Prime Wardens Argent Adept.
Step 2: With regular Tempest, perform the following three card plays in any order over any length of time within the same game:

I've never reallly played this particular promo in the physical game, so I'm not familiar with the proper technique on how to use PW Tempest's base power. Any thoughts on how to use all this self-damage to our advantage? Is it some special synergy between the other Prime Wardens that makes it not so bad(aside from Energy Bracer?)?
I don't think it's a synergy piece it's just that often as Tempest you'll have large hands and no means of playing the cards. You can lessen the blows with Elemental Subwave Inducer and Otherworldy Resilience. Or a more unique way of getting less damage is having two Localized Hurricanes, Shielding Winds, and the ones I mentioned earlier which will also bring the damage down to one in a roundabout way.
There is some synergy, too. Energy Bracer, Counterpoint Bulwark, and sharing a Haka of Shielding are all direct mitigation, Augmented Ally and Dynamic Siphon let you indirectly mitigate by firing off a Cleansing Downpour, and Vitality Conduit is a more straightforward indirect mitigation. And Dynamic Siphon can make PW Tempest an emergency button if you have a Flash Flood or Ball Lightning in hand and need something gone really quick after his turn (like when you kill something in the environment and Akash decides to drop a dad-blasted Entomb into your lap as a result).
I love this variant and find PW Tempest to be way more useful than F6 Tempest. If you start with good cards in your hand, you can take a hit early to get a bunch of stuff into play quickly. If not, you ignore the base power until you can get out something to reduce the damage and then start playing a ton of cards each turn. It's also great for dealing with targets that you want to do a lot of damage to all in one turn (gives a side-eye to Progeny).
Or hell, Iron Legacy. With the right cards in his opening draw, Tempest could be devastating to him.
