DLC not available even when purchased and installed

Hi,

I own the Steam version of the game and I have owned the Season 1 pass for a long time and bought and used the Season 2 Pass but all of a sudden when I launch the game, none of the DLC is available and it says to purchase it. This is frustrating as I have over 75 hours played. I don't know if this is the right place to post this, but any help would be appreaciated. I have attached pictures that show that I have all the DLC installed and a picture of the villains with only the base game ones available.

From the Steam forums it seems the issue is with Steam and you just need to restart Steam altogether.  

Restarting Steam seemed to do the trick. Thanks Powerhound
