He's not available yet, but the achievement list has been updated, so this would be the usual waiting until the preview pack is available for all platforms scenario.
In the meantime, does anyone have any guesses as to what we should try to do to unlock him when he does release?

I was thinking having certain cards in play and a certain amount of tokens in the pool before he, I dunno, comes back to life with Silver Lining or something. Or maybe dealing himself a certain amount of self-damage in a game. Say, more than his max HP?

The unlock conditions are typically related to what made the character change enough to deserve a variant. In this case, the formation of the Dark Watch, and specifically Setback joining it.
The other DW unlocks (summarized) are:
Expatriette: Shoot Baron Blade in the face a bunch in Rook City
Nightmist: Deal lots of Obliveon damage while Expatriette is around in the Realm of Discord
Fixer: Get killed by the Operative in Rook City
We know that the Dark Watch was formed to protect Rook City, and figure out what happened to Mr. Fixer. Setback himself is strongly motived to protect his teammates from harm, especially Expatriette.
My guess is that Setback needs to redirect damage away from Expatriette, possibly with Nightmist on the team, and possibly with Mr. Fixer barred from the team, in Rook City (or possibly the Temple of Zhu Long, but that seems less likely).

I'm guessing that it involves 2 parts.
I think the first involves Rook City, and everything going wrong for him personally, but the team winning.
We know his incap involves him walking away... Maybe Setback is incapped by Kismet in Rook City with at least 1 Jinx on him?
I'm guessing the second part involves Dark Watch- going to the temple and rescuing Fixer was their first mission as Dark Watch (you can see them all in their dark watch outfits), so I don't think that's it.., but maybe taking on the chairman in Rook City and winning with "Looking Up" in play?

My guess would be surviving with Silver lining a shot that takes out teammates, and then winning. (this to me would be the best story-wise way to do it)

Another interesting option would be to incap Setback in Temple of Zhu Long, and then have him come back through the effect of the Lazarus pit**, with Expatriette on the team, maybe with something like "No other heroes may be incapped during the game." Could line up with the incap art shown on the Dark Watch promos in the foil pack.
** - I can't remember the name of the card and couldn't be bothered to look it up.

What if, because they want to mess with us, it's merely unlocked randomnly after a game when he is a memebr of the roster? You got to be lucky!

If anything, that'd be the way we should've gotten DW Fixer.
For Setback, methinks it has to do with the bit about redirecting damage to him, be it Wrong Place or Uncharmed.

Having the DW Fixer unlock coincide with Temple of Zhu Long would have been neat but would have meant a long wait for that variant to be avaiable.

I am wondering about the unlock conditions for the Adamant Sentinels, a one for each for each member, or one for the group ? It's something to contemplate while we wait for the variants to be released.

This would mean Completionist Guise would need to be in the last batch of variants, given that it would be slightly unfair for him to be easier to unlock earlier on than later on.
But still, it's a fun idea and I want to make it even more crazy… Complete a battle with Guise on the team alongside every other hero's variants at least once!
Or even worse: Have Guise use "I Can Do That, Too!" on every inate Power at least once!
