So, I used Rook City Wraith, Beardy Ra, F6 Tempest and Santa Guise against Wager Master.
It was one of those games where all Heroes start with odd HP, one Wageling came out, and then Losing to the Odds. So, I won before I even got to play. Whee!
BUT, I also got 2 achievements: Paparazzi AND Extreme Hostage Situation, because I won without using powers AND I won without playing cards. In the same game!
And it just so happened that this was in Megalopolis, so these achievements seemed especially fitting.

I wouldn't count on it as a regular means to accomplish it but that certainly fits the criteria.
It's probably one of the easiest. Pick your hero team appropriately, then just start up Wager Master until you get that opening draw.

I just got the same achievements against Wager Master yesterday in a similar situation. Was not expecting it and had wanted to play against him for a while.

I just intentionally got them on my tablet (where I don't farm achievements unlike Steam). Worked like a peach!
